Consultation on proposals for land off Cley Road, Holt
Phoenix Strategic Land, part of Phoenix Sustainable Investments, is bringing forward proposals for development on land off Cley Road in Holt.
The proposals include up to 49 new homes, together with an extension to the town’s cemetery, which has been identified as needed to increase capacity and provide additional visitor parking.
Before submitting an outline planning application to North Norfolk District Council, we are seeking feedback from local residents and stakeholders to help inform and shape the proposals.
The proposals
At this early stage, the proposals include:
Up to 49 new homes, ranging from 2 to 5 bedrooms.
Provisions to meet affordable housing policy needs.
One self-build plot.
At least 10% Biodiversity Net Gain.
New infrastructure, with access to the development and cemetery parking via a new junction from Cley Road.
New public open spaces, including informal play and amenity areas.
Thoughtful landscaping and ecological enhancements.
Homes built in accordance with the Future Homes Standard for energy efficiency and the reduction of carbon emissions.
Bird boxes, bat boxes, and hedgehog highways as standard on all plots.
Early Engagement
As part of our early engagement, we have already held discussions with the Town Council regarding the site and the potential benefits of extending the cemetery for the local community.
We are now keen to hear directly from residents, businesses and other local stakeholders. All feedback received during this consultation will be carefully considered and will help to inform the next stage of the design process.

The extension to the cemetery is proposed to increase capacity and provide improved facilities, including additional visitor parking. Holt Town Council has been exploring options for additional cemetery land as capacity at the existing cemetery is limited. The proposals would help secure this important community infrastructure alongside new homes. Phoenix Strategic Land intends to transfer the cemetery extension land to the Town Council as part of the implementation of the scheme.
Access to the development and cemetery parking would be provided via a new junction from Cley Road. Transport matters, including traffic impact and highway safety, will be carefully assessed as part of the planning process.
Yes. The proposals include public open spaces, such as amenity areas and informal play spaces, as well as landscaping and ecological enhancements throughout the site.

Environmental matters will be fully assessed through the planning application.
If planning permission is granted, a construction management plan would be put in place to minimise disruption, including managing construction traffic, noise and working hours.
No. The masterplan shown is illustrative only. Phoenix Strategic Land is applying for an outline planning application with all matters reserved, except access. All final details of appearance, layout, scale and landscape would be applied for in a follow-up reserved matters planning application. This illustrative design and visualisations demonstrate how the site could be developed and will continue to evolve as feedback is received and technical work is completed.
