Phoenix Strategic Land was established to provide a local, personal level of service that unlocks much-needed land for housing in the East Midlands and East Anglia regions. Maximising value for landowners and delivering sustainable new communities in areas we know well and with a Development Team that understands the regions they work and live in.

Planning is our craft

Phoenix Strategic Land is a part of Phoenix Sustainable Investments (or PSI) – a group company founded by CEO, Karl Hick, established around a mission to build a sustainable tomorrow through investing in the enabling environment of sectors and innovations – from green retrofit and alternative fuels to flood resilience and EV infrastructure.

The Phoenix Strategic Land team, led by Karl, have delivered a number of strategic sites through the planning system and have an enviable success rate.

What unites everything is Karl’s experience creating communities – having led two regional housebuilding companies to national success. This housing heritage is the foundation of expertise behind our business – with many of the team who helped deliver that housing success making up the Phoenix Strategic Land team today.

Together, we understand the housing market, know our stakeholders, the (local) planning landscape and both the challenges and opportunities in land promotion. We harness the things we know and the things we’ve learnt to inform our approach.

A local, flexible team

Over decades, our Directors and wider team of planners, designers and analysts have developed a varied network of connections across the East Midlands and East Anglia regions. What we have found is many landowners being failed by traditional agreements and an impersonal approach to land development and promotion.

We understand the significance of bringing land forward for development, promotion through the planning system and its eventual sale. It is a life-changing, and community-shaping, process that deserves close attention and a personal approach.

We believe every landowner – whether a family, farmer, company or institution – requires and deserves a tailored approach to analysis, promotion and sale of their land. We pride ourselves on providing a variety of choice to landowners and working with you to create tailored deals that align your goals with ours.

Addressing housing needs

The UK faces a housing crisis, with a government target of building 1.5million homes this parliament. Any hope of reaching this target depends on a reliable supply of development-ready land being delivered through the planning process, providing house builders with the key ingredient they need to ensure housing numbers can increase.

That’s where we play our role – engaging with Local Planning Authorities (or LPAs) and stakeholders to convert sites into secure opportunities for landowners and then housebuilders.

We specialise in complex, strategic sites, that need planning unlocked while also incorporating the necessary supporting infrastructure to deliver residential development – whether utility and highway connections or dealing with Biodiversity Net Gain (BNG) in the most cost effective manner.

Delivering new communities

Major housing releases are also considered by Phoenix Strategic Land and having led on the likes of Elsea Park (2,000+ homes), Cardea (1,800 homes), Oakham (1,100 homes), Broadland, Norwich (550 homes) and Stamford (650 homes) over the past couple of decades, our Directors know what it takes to ensure promotion, secure allocation and see the delivery of major new community scale developments.

 

While we do not build out sites for housing developments, we have a close working relationship with the Phoenix Sustainable Investment Group’s housebuilder company, and as such benefit from an expert house building development team to assist in the preparation of concept masterplans and planning applications – addressing planning, technical and construction issues in a timely and expert manner.

Karl Hick

As CEO of Phoenix Sustainable Investments, Karl provides the financial backing and supporting experience in housebuilding and development to Phoenix Strategic Land.

His roots are firmly in property and energy development, having led two separate national housebuilders to success – Allison Homes and Larkfleet Homes – across three decades, before creating Phoenix in 2021.

Over his 38 years of experience, Karl been an early adopter and champion of sustainability and innovative construction methods in housing – incorporating solar more than a decade ago – and this approach exemplifies his common-sense belief in doing what’s right for communities and the environment, while maintaining commercial viability.

Through Phoenix, he leads a commitment to building a sustainable tomorrow – investing in pioneering solutions for the communities of the future, from flood adaptive housing and green retrofit to waste recycling and alternative biofuels.

He manages all of this while competing internationally for the Great British over-65s running team.

David Morris

With over 20 years of experience in land acquisition, planning, and development, David serves as a Strategic Land Director and Joint Managing Director at PSL, bringing specialist expertise to every project.

David’s deep understanding of the built environment began with academic studies in Town and Country Planning and Strategic Urban Design. His career quickly moved into practical application, starting with complex brownfield redevelopment before transitioning to major housebuilding with Persimmon Homes.

David has an extensive track record across his career, having promoted sites for over 2,000 new homes across the East Midlands and East Anglia, alongside securing planning for significant strategic urban expansions in Scotland. His portfolio also includes major renewable energy projects, including a number of major onshore wind farms in Scotland.

Outside of work, David enjoys spending time with family, often acting as ‘Dad’s taxi.’ When time allows, he actively pursue various sports like running, golf, fishing, skiing, and hillwalking with friends and family.

Daryl Kirkland

As a Strategic Land Director and Joint Managing Director at PSL, Daryl brings over three  decades of high-level experience in the residential sector.

He began his career immediately after graduating with a degree in Residential Development, completing a Graduate Management Training Scheme with a National PLC Housebuilder. This foundation progressed from a surveyor role into land appraisal and management, leading to a 16-year tenure as a director at Persimmon Homes.

A notable achievement includes the mixed-use promotion of Stanground South “Cardea” in Peterborough, a major scheme for approximately 1,800 homes, alongside employment, community, and retail uses. Daryl also successfully established and led a new Larkfleet Southwest Division following a move to Larkfleet Homes, building it into the housebuilding business’s most profitable region prior to its sale.

Outside of their professional life, Daryl is an active person who enjoys running, skiing, and learning golf. He has strong family ties, including two grown sons, and previously served as a Trustee for a multi-academy primary school trust, where he advised on growth and financial management to improve long-term sustainability and performance.
