Site Identification + Analysis
Our strategic land promotion process begins with detailed site identification and analysis to assess whether land is suitable for promotion and development. So, it’s possible you’ll hear from us before we hear from you! But we welcome enquiries from landowners, agents, solicitors and community groups.
Our Directors have worked extensively on a variety of complex sites over the past few decades including land assembly, opportunities that required extensive pre-application discussions with statutory consultees, off-site infrastructure provision problem solving, and local interest group concerns.
However sites reach us, our first step is always the same. We carry out detailed site analysis at our own expense to consider the key attributes, opportunities and challenges of a site. This defines our roadmap for the work ahead to unlock the land’s eventual potential, this approach underpins all of our strategic land promotion services.
This stage can’t be overlooked and requires time and expertise to properly assess the key issues that will affect the suitability, or not of sites to be promoted for development. Often this can involve us commissioning surveys and technical input into site analysis prior to contract discussion and planning strategies being formulated.
Masterplanning Feasibility & Land Promotion Agreements
Following initial site identification and analysis, our strategic land promotion process moves into masterplanning feasibility to assess development potential, planning risk and commercial viability.
This stage determines whether a site is suitable for development, the likelihood of securing planning permission, and the commercial viability of bringing the land forward.
There are many layers of site surveys (and local knowledge) coupled with the correct application of current planning and design policy requirements that go into producing site masterplan and development layouts. We work closely with in-house and external architects and urban designers that specialise in creating designs that maximise coverage while diligently meeting policy design requirements.
From the masterplan feasibility, we’ll have a sense of how many homes your land will accommodate, the access and highways opportunities or issues, and connection to key utilities. As result of all of this, we will enter into the right contract agreement with you.
Our approach is to tailor this to your needs and preferences, depending on the site and your objectives, this may involve:
- An Option Agreement
- A Promotion Agreement
- An Outright Purchase
all with the view to navigating the planning process seamlessly to enhance a site’s value in the right way.

Planning Promotion and Securing Planning Permission
At this stage of our strategic land promotion process, we take full responsibility for planning promotion, including the cost, management and risk of securing planning permission for your land. And similar to the site analysis process, we take on the full responsibility, cost and risk of the planning process.
Strategic land promotion for residential and commercial development is a challenging sector. Planning policy can be described as being in a constant state of flux, and determining what and when to promote land for development is like navigating a series of problem-solving stepping stones.
First off, the Jigsaw, pulling together the planning pieces to create the vision. Second, Chess, problem solving through the planning determination and consenting process. And finally, the Escape Room, existing the process successfully!
At this stage we use our decades of experience navigating the planning process, overcoming challenges and barriers to progress; or engaging with local communities and stakeholders, to work in the best interests of your land and your legacy. This stage is central to our wider strategic land promotion services.
Post-Planning Consent, Land Delivery and Sale
At this stage, we will have guided you through the planning process and established a trusted working relationship focused on delivering the best outcome for your land.
But our work doesn’t stop once planning permission is secured. Once planning permission is secured, our role continues. Depending on the agreed strategy, Phoenix Strategic Land can either support the sale of the site on the open market or deliver the development through our wider Group housebuilding capability.
This stage often involves detailed legal review of the planning consent and the discharge of key planning conditions to remove uncertainty and protect land value prior to sale or development. Where required, we coordinate further technical work to ensure the site is fully ready for market.
Regardless of the route to market chosen, we support landowners through to completion, ensuring the full potential of the land is realised. This final stage completes our strategic land promotion process.
